Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are released from various governments. Significant resources is devoted on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably supplied through partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Soon after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new proposal from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not change more in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its favour.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
